I dont have answer for that question, but I want to recommend two thing which could help to find a handicap scooter.

1) Check the large hotels in Nuevo Vallarta which is a few minutes from Bucerias. These are often 5 star hotels with perfect service, they should know where a scooter can be rented. For example search for Velas Vallarta, Riu Vallarta, Mayan Palace Vallarta or Grand Marival. A few are listed with (older) phone number on http://www.nuevo-vallarta.org/nuevo-vallarta-hotel/

2) In Bucerias are no larger hospitals, but in Vallarta You may find several. They as well should have information where to get a scooter for Your husband.
